
JAMES LEBAS
STATE TAX EXPERT
James LeBas is a consultant on Texas fiscal matters. He serves on the board of directors of the Texas Taxpayers and Research Association as well as on Comptroller Hegar’s Taxpayer Advisory Group. Clients include the Texas Media Coalition, Texas Oil & Gas Association, Texas Apartment Association, H-E-B Grocery Company, Independent Bankers Association of Texas, and other Texas businesses and associations. Texas Observer magazine has described him as one of the state’s most powerful lobbyists.
Mr. LeBas served the State of Texas as director of financial analysis for the Tax Reform Commission under John Sharp and Governor Perry, during which time he was also chief financial officer for the Texas Water Development Board. LeBas served six years as the state’s chief revenue estimator for state Comptroller Carole Keeton Rylander, and preceding that, performed fiscal analysis work for Governors Richards and Bush and for Texas Comptroller Bob Bullock. James received his Bachelor’s degree and MBA in 1983 and 1985, respectively, from the University of Texas. He and wife Susan have two grown daughters and a truly grand grandbaby.
